This is an interesting question; I keep Malawis and I would like to change my lighting. I currently have 2 x T5s (high lite nature and blue), nice and colourful - the problem is in an unplanted tank I think these really encourage algae growth...

It's taken a couple of weeks, but I am happy to say the algae is pretty much banished! How did I do it, just a daily water change and substrate cleaning regime. The best of it is the fish have really brightened up too!
On a small tank it's very easy for nitrates to ramp up without regular large (50%) water changes. Is the tank in much natural light?
Changing substrate will be tricky but will help a great deal as all the material in there will break down and raise the levels of nitrite/nitrate.
I have an Eheim it works well with top end batteries (lithium) and I find it really picks up the more I submerge it? You will find very mixed reviews on the Eheim it's quite expensive.
Really depends what your tap water is like to start with, you may be able to get your water chemistry from your supplier as I can in the UK. My water is very hard so depending on what fish I would like to keep RO water could be essential!
