My parameters are 0 Ammonia 0 Nitrite between 10 and 20 nitrates Temp is 77-78 F I do 25%/30% water changes every Saturday or Sun. The other tank mates seem fine. I've not added any new fish or ornaments to the tank. The symptoms did begin after my last water change on Sunday though.

Are you using test strips or a liquid test kit? If you are using the strips, they are usually inaccurate. I would suggest buying a liquid test kit like the API Master Freshwater Kit. Your tank probably isn't cycled at all. Especially if you had a reading for chlorine more than four hours after...
