I'm not super familiar with water hardness. I'm still learning about it at the moment, I was just giving ideas.

Just shooting ideas out, maybe your water paramaters are not ideal, maybe your water is too soft. Test your water and check what you should have for the plants.

Harlequin rasboras won't bother your angelfish, and full-grown rasboras are too big for the angels to eat them

I agree with Lardeelion, I had a tank with sand. Which was move at first but got very dirty and it was not pleasent to look at at all. When I took the tank down it smelled awful from all the stuff trapped in the sand, and you can't vacuum it to clean it because then it gets sucked up too. Just...
