Keep the Eheim and Emperor, lose the Tetra and there's no need for a skimmer. Now, the surface skimmer is up to you. Sometimes an oily residue appears on the water's surface and so that skimmer may prove useful.

What you have here is a great plan for a semi-aggressive community. The only problem I see is Silver Dollars. They prefer to be in a larger group and a 75g is more suited to at least 6. Not sure about the Synodontis but what about Pictus Catfish. Have you considered a Rainbow or red- tailed...
You have a real dilemma as all of these fish will do well in a planted tank. The danios may be a little too active for company so I'd cross them off the list. I love Cherry Barbs and they will be fine with any of the tetras mentioned.

Many choices. What you should look for is gph; 150gph min to 300gph max. Depending on your stocking level, which most people tend to stock heavily, shoot for the high end.

Hard to tell. Since this is a hybrid, traditional sexing methods don't apply like nuchal hump development, coloration, and fin extensions. (Info discovered on this forum)

The statement was made there wasn't much you could put with a ram; I disagreed with that statement. In a tank that size there are many things you could put with a ram, including another ram.

I have to disagree, I've got BR's with a platy and barbs in a 26g and no issues. With 1 ram in a 40g, the options are many. I'd do a biotope with catfish and a schooling fish native to the area.

Clown plecos stay small and more than 1 can be kept together also. Commons do get huge and are notorious for sucking the slime coat off of other fish, even eating small fish.
