I have the exact same bulbs your talking about, I just got it and the bulbs have the white film too i hear that is is just bacteria forming and fish snails and the sort will eat them away.
Snails are asexual meaning their doesn't need to be two to reproduce, but I only know of one tank that has has snails reproduce in it I hear it is fairly rare.

Ive noticed when my fish die usually they get off balance for awhile before, like swimming with their heads higher than their tails, is this how all fish die?
My platys usually do the same, I think it's because they all school together somewhat. They probably are just patiently waiting to be a full school again.
