With the Otos it's mainly being able to purchase healthy stock and then supply a sufficient and stable food source which is a bit more tricky than the snails....
If you've never kept otos, I'd purchase a grounp and give them a try....
Both enjoy the algaes noted and each are very interesting creatures.
I would probably go with the nerites, it's best to add oto's to an established tank (diatoms are usually found in new tanks) and Oto's really need to be in groups so you would have to add more otos than snails.

I would move the Java Fern away from the side glass and plant it where the c-red is located.
I'd move the wood on the left toward the front a little, then plant the c-red up next to the piece of wood, near the end but behind the end - I would want to see the end of the wood...

Like most things in the hobby, there are a wide spread of theory's and opinions as to why our little friends seem to be losing their minds!
Rule out your water first, measure your nitrates maybe it's time for a water change - do a complete analysis...
Either species would be nice and would compliment your current plants - they are do different which is nice.
But if I were picking one or the other, I prefer the Balanesae.
They are crypts... so they don't like change, they will often melt when first planted but they will return and are hardy...
I think the 37 gallons are 23" high - the crypts I mentioned can grow 20"-23"... so they will grow to the top (which I like!).
I would place them over in the corner where onion's at and wrap them around the back of the wood - just in the corner, not the entire backside - unless you like the...

If you like the taller thin look, you might consider Cryptocoryne spiralis or Cryptocoryne balansae (one of my favorites) in place of the onion. They are exceptional background plants but they do grow tall - not sure of your tanks height.
