imo - I would drain all the water out, rinse thoroughly - but NO soap! I totally agree with everyone above, you need to read up on cycling the tank BEFORE adding any fish. Then you can decide if you want to do a "fish in" cycling or "no fish" cycling. I also agree with the above...
