A canister filter would be too expensive for a 30 Gallon. I would just buy a good hang on back filter and change the cartridge to some coarse sponge for easy use.
I agree the tank is already getting a little small for the goldfish and adding tankmates would worsen the condition. If you think he looks lonely why don't you add some decoration or change the aquascape that will make him intrested again.
I would say do 10% water change every other day and don't feed him twice that would hurt him and I also suggest buying a API master test kit to monitor the parameter accordingly. More experienced people can chime in :D
Rummynose Tetras are great but I think alot of people under estimate Zebra Danios which are a great fish more like shoaling fish but great and I think you should choose corydoras they will be great.

It makes a great addition to your stocking and also requires less manual work and they are amazing to look at while hunting their prey. They are also a permanent solution for the problem.

Assassin snails eat carnivorous pellets, blood worms and other insects if trained and as far as them consuming an entire population of pest snails it can take several months and if you really wanna keep the assassin snail alive keep some of those pest snails alive maybe in a different container.
I don't think they would jump unless the tank had horibble water parameters or something is intimidating outside. In my experience haven't really seen these species jump especially the corries
