My tank has been going good for a month now, and I was wondering what is this white stuff starting to grow all over my live rock?

So I'm having what I believe is a diatoms outbreak for the last couple of days, which I've read is completely normal in a newly cycled tank.. It's not on the glass at all (yet), mostly just covering the sandbed and the live rock. I was wondering if I should just do PWC and keep the lights...

Just wondering what this is on my rock. Anyone know? Sorry for the bad quality pictures.

The tank dimensions are 36 1/4 x12 5/8 x19 3/4. Would this be too much? 2X Ocellaris Clownfish or Clarkii Clownfish Royal Gramma Basslet Yellowtail Damselfish or Azure Damselfish Yellow Angelfish or Flame Angelfish Would the Ocellaris be too peaceful for the flame angelfish?

Hello, I'm new to salt water aquariums and I bought some of the setup tonight and I'm excited to get started. I had some freshwater cichlids around 5 years ago so i'm not a complete novice, but I know saltwater is a lot more difficult to take care of.. Anyway, I plan on doing a FOWLR setup, so...
