My dwarf gourami seems to be sick!!!!! It just floats there in the tank not moving very fast. It used to be very active and now it just looks like its struggling to breathe. Can someone tell me what's going on???

Hey guys I just up graded my aquarium to a 90 litre. And I got a stock Elite filter with it. Can anyone tell me whether they are any good at keeping the water crystal clear or whether I should buy a better filter or run another one along side with it? Much appreciated?
