Personally I never change my cartridges or foam until they are literally falling apart. Changing them simply destroys your beneficial bacteria that mainly live in the filters. As for the carbon I don't use any in my tanks since I don't feel it's necessary but in general it should be changed...

Even for shrimp that's quite same IMO. Perhaps a snail or two but nothing more IMO.

Maybe someone with both filters rated for a tank of equal volume could calculate how many cubic centimetres of media each can hold. If i would have two of similar size I would do it myself but a c3 and a AC 70 are not meant for the same size tanks.

I have a c3 and an AC 70 and I would say that what decides how quiet they are is the water level in the tank. As the water evaporates they get louder. It's the same motor in both after all.

Yes they can live together without inbreeding.

I had a school of serpent tetras and they were just vicious. They would nip everything in the tank even each other. Would never get more in the future.

Have you looked at tiger shrimp?

Since the chili rasboras are so small I don't think they could eat a shrimp even a baby once it's a few days old. That would be my recommendation.
