Removing this hairy green algae manually today after that I have no idea what to do my levels are all regular no window or outside light contact and I have shortened the lighting time

I transported my 40 gal and started with new sand and water, I put all my rocks in the tank before the sand had stopped officially settling. I now have a layer of weird white algae looking stuff covering all my rocks and sand. Any ideas what it is and what I should do about it?? Please help!!!
