If we are upgrading tanks and need to add more rock/gravel, should be put the old stuff on top or bottom of the new stuff? Let me know your opinion and why... thanks!

We need to upgrade to a larger tank and was hoping someone might have a 55 gallon or larger tank and stand in the Oklahoma area or possibly know of someone who does. Thanks!
