29 gallon lighting: LED?

Today I found a great deal on a Tetra 29 gallon kit ($79.99). The hood comes with 7 1w LED "pods." that you can attach to the hood. Am I wrong in assuming that 7 watts worth of LED lighting is completely inadequate?

Keeping in mind that ideally I'd like to be able to grow amazon swords (Java ferns at a minimum), what would you suggest?

1. I could purchase a 20" LED strip that would add an extra 7w.
2. I could purchase a normal florescent hood and attach the aforementioned LED lights?
3. Something else?

I'd like to keep it relatively cheap if possible.

Comments, feedback, etc would be greatly appreciated!
 
Well 7w of led lighting can grow plants but have in mind an aquarium of that size will not be as successful as having a fluorescent fixture, but yes in general it will allow your plants to perform photosynthesis.
