40g Tall; P. pictus + Bala Sharks?

Now that I have my betta situated, I'm wondering what to do with this extra 40g tall (36x18x16) we picked up from a restaurant that went out of business.

I've always wanted to do a black sand tank with pictus cats and bala sharks. But I know pictuses, at least, want a fair tract of land to roam. And, from what I remember, balas don't just stand around in the tank either.

Would, say, 4 pictuses and 4 balas be too much for this tank? It seems pictuses only get 4.5" or so, but I know balas can be footers if they're really into it. They both appear to be soft water fish and require the same temps.

It would be WAY WAY too much for a 40G tall. Both those fish aren't suitable for a 40G tall.
