So right now I have a 56 gallon column that I am trying to plant it has low to medium light plants. There are no fish and no filter on the tank yet. I only have a power head, light, and heater. The light is a 24" t8 florasun bulb. I want to do injected co2 but was wondering if I should first increase the lighting. My plants are being dosed with liquid co2 and fertilizer currently.

Yes that t8 isn't going to do much in terms of plant growth. You should upgrade your lighting.
