As long as your filter is creating plenty of surface movement there should be plenty of gas exchange going on, oxygenating the water. It's the surface movement that puts oxygen in the water not bubbles. If your filter isn't creating surface movement and you can't move it so that it is then an air pump would create extra movement when the bubbles burst at the surface, helping the exchange. If you want bubbles in your tank though then go for it. It won't hurt the tank or fish at all.
 
I see thank you for the explanation since my tank is a 10gl i think i dont need it plrobably if i get a 40 or 50gl i will get one
