Due to my own mistakes of running lights too long, I now have a crazy hair and cyano algae bloom. I am afraid if I go lights out to kill it, it will cause an ammonia spike from the decay. The problem is, it's on my live rock and not my glass, so I can't just clean it off.

You could try to scrape some of the hair algae off next to a siphon; it'll keep it from spreading more. Snails would help too; maybe some Turbos and Nassarius.
