I am sure it is brown algea. My tank just went through a cycle. I will have to see if my LFS has any. Very limited on stock. Is it not recommended to wash it off?
 
There are lots of brown algaes though. Can you get a picture?

You can remove almost all algaes by scrubbing it off and sucking it out while you do your PWC.
 
Could quite possibly be diatoms.. since diatoms usually show up at the very end of the tanks cycle. Could be other algae too.. so a picture would better help us to identify whether or not your CUC will eat it. With that being said.. Astreas really eat every type of algae i've seen so far like mr. X said.. so i would say yes, snails eat that brown algae.
