Angel fish not getting better help

Hello community I'm new here. Here is my problem I had fin rot last week and finally got done treating it in my big tank for 7 days with melafix and perimafix amd the community in there seems fine. My problem is I had an anglefish in the big tank as well but the fin rot was very aggressive on this fish's fin compared to the others. So I bought a 2.5 gallon tank for a termary medical tank and put aquarium salt in 0.5 Tps per gallon or 1.5 teaspoons since I had a common pleco in with it cause he was looking a little rough too. So after the salt the fin rot stopped progessing and I did a 50% water change because the tank is small, and added melafix help with fin growth.

My problem is I read it take about 4-5 days for fine to grow back, but I don't see any new fin growth and I'm not even sure if the fin rot is all gone in the small tank. Please help with advise my tank is 2.5 gallons with an anglefish, one neon tetra, and one small common pleco. The water is 8.0Ph, 0.25 ammonia, and 0 nitrates/nitrates. I feed the med tank half a pitch at around 12 everyday once. Please and thank you for any input also there are pics attached but they aren't very good my camera sucks.
