It's always best to have more PHs. You want to eliminate all of the dead spots in the tank to prevent any waste buildup, which could cause an increase in nitrite levels.
 
You do need to be sure that there are some areas of the tank for fish or shrimp that require less current. Not "dead spots" but areas that have less current. Shrimp in particular require this.
 
A simple rule to follow for flow is that you want 10-30x tank volume in total flow rate. So for your 75, your pumps should move between 750 to 2250 gph combined.
