Osmocote works fine if you put it in the bottom layer for the substrate.
When I inially set up my tank, I used kitty litter (=pure clay) as the bottom layer and added some osmocote to it. theen I covered everything up with Fluorite.

The plants grow like mad and no algea problems. now I add 1/2 jobes plant sticks to push them in the gravel under the bigger plants. I do this every couple months.

I would not use osmocote in an established tank, as it is hard to handle.

You can use it. Just be aware that 50% of the total fertilizer content will be released within the first 72 hours.
