Are my tanks overstocked

60ltrs

Fish: two swordtails,4 cories and a sailfin Molly

15ltr biorb life

1 glow light tetra,1 black skirt tetra,1 neon,2 rummynose tetra,

Does not seem overstock to me since your fish doesn't get too big.
You can go with one fish per gallon. But it's best to check your nitrate every week to see how much it raises.
 
The tetras in your 15 L need to be in shoals to be happy. Your Neon, Rummys, and probably Glowlight will likely associate with one another, but I would get a few more Neons.

The Black Skirt, on the other hand, will probably not shoal with the others. I'd move that one to a different tank and purchase five more friends.
 
The first tank is ok but don't add anything else and 15liters is to small for all of those fish
