Is my tank over crowded. I have a 40 gallon, High
6 Glow in dark fish, tetras
9 Red Eyed Tetras
6 Cory fish they are about 2-3 inches.
3 Panda cory fish
10 Black Neon Tetras
If my tank is over crowded how many wc do I do, every week?

No, your tank is not overcrowded but I would not be adding more fish to this selection as you have all 3 levels of of the water column covered.
A water change once a week is fine as long as at the end of the week your nitrate level is not above 40 PPM.
