Bettas and Neon Tetras

Depends on the betta's personality, but they should be fine. Just make sure you add the betta last and have a decent sized school of neons (5-6 is about right for that tank). I wouldn't add any other fish though, as it would be pretty near full with that combination.
 
It's hit or miss with bettas, but you may want to try it with a female betta. They do prefer their water at different temperatures. Neons like it between 74 and 78, and bettas prefer it between 78 and 82. If you can find the middle ground, all the better.

Honestly in 15 years of having bettas, I've had more issues with the female bettas taking issue with tankmates than I have with the males... Males at least will tell you right off whether they'll tolerate a tankmate, females will seem all perfect and fine until one day you find them chewing on a tankmate's tail.
 
I have a male beta fish with Danny O's in neon tetras in a 5 gallon circular aquarium and I had no problems out of any of them
 
I want you all to meet Killer, who has since passed many years ago. Killer took a special liking to my Endler's Livebearer. Fin-nipping was not an option here.

As I previously mentioned, it's hit or miss with bettas.
