Can I use a sponge filter that I am seeding in my 75gal to filter a 25gal I want to set up as a breeding / fry tank for my angels it will be bare bottom or will I have to also have a HOB ??

Yes on the sponge filter, no on the HOB. You just use the sponge filter until your fry are old enough and large enough to not get sucked into an HOB filter. For breeding, HOBs are not recommended so you should be using a sponge filter in the breeder tank as well.
We have a thread in this breeder forum titled : "Wigglers at last!!!!" which is all about breeding Angels with contributions by both commercial and private breeders. Pretty much everything you need to know about breeding these fish is in that thread.
