bubble algae questions

A couple of rocks in my tank have been covered in bubble algae and a good friend of mine told me to get emerald crabs and a sally light foot crab but they're not doing a very good job so are there any other ways to clear the bubble algae up?
 
Is the rock easily accessible? I have pulled out rock and picked off the bubble algae. I then rinse with water from the tank before putting it back in. You could also pop the sacs next to a siphon then scrape off the anchoring piece of the algae.
 
One rock that has them alover is coverd in expensive polyps but ill try it with the other one thanks for the advice
