Bubbles on surface of tank

Hi all, for last two weeks I've had a lot of surface bubbles. Not sure it's coming from hob skimmer as there seems to be no air leaks. Using live rock/sand. Are the bubbles harmful? Also tank is in cycle period

Water is moving slightly from powerhead. Should I point it up more?
 
More surface agitation and surface skimming will help with that.
 
Sorry for sounding stupid but I want to get my tank right:)
 
That is a protein sheen on top of the bubbles. Pointing a PH up slightly will cause surface agitation and will dimmish it.

Bubbles still there! Could it be protein skimmer is not worn in yet? When I eventually get fish ect will it be harmful ?
 
If there aren't bubbles in the water column then probably not skimmer. Sounds like a stagnant water like film.
