Can cherry shrimp give birth or breed in 68f water?

I don't think my heater is working. It is a 200 watt for a 60 gallon long. Should I upgrade to a 300 watt? I think maybe one of the shrimp I added when I started the tank about a month ago is pregnant, but wondering if she will be able to give birth in water temperature so low.

What is the optimal temperature for cherry barbs and neon tetras for breeding? I actually would like for the shrimp to breed, but not so much the fish.

The box from the heater will say what size tank it is for. Both of mine are for 2-15 gallons. If you mean RCS, they can handle a wide range of temps. I don't remember the exact numbers off the top of my head. I don't know about your other fish, though.
