can i do a planted tank?

You can have a planted tank without co2, th key is balance. Low light, low co2, low ferts.

Low light, with co2 wont accomplish much, as high light and no co2. Again the key is balance.

The easiest thing to adjust is the amount (intensity) of light -- by increasing or decreasing the distance te light is from the substrate.

I just started in the hobby a month or so ago, and I started a densely planted 29 gallon, without co2, under 'medium intensity' lighting, and dozing excel/NP

There's an all natural technique called the 'walsted method' pretty much 100% hands off.
