Can I have top dwelling fish?

I have a 20 gal tank fully cycled. I have a 6 neon tetras, 3 platys and 3 what may be plays or guppies I can take pics later if needed. I also 3 pepper cories and a baby female betta. A snail and a striped pleco. I have a fluval 30 gal filter 6 or so plants a ceramic cave and some driftwood, realistic gravel. The problem is that I'm temporarily housing a red tail shark. Am I capable of adding more fish? Also any other tips or advice you have are greatly appreciated. I really like the idea of having more top of the aquarium fish since these guys are mostly lower dwellers.

Depends what it is but plecos have a bit bio-load.

if the tank is a rectangle I would get a school of marbeled hatchetfish.

Guppies and platys (and mollys) are typically considered top dwelling fish. The only fish I can think of that stay at the surface all the time are hatchetfish but they're sort of delicate.
