CascadeCanister problems

Attempting to re-install the Cascade Cannister filter that came with the new(but used) 125 gallon tank. There is no instruction manual. The hosed are on and snug. Turning on tank does make a noise but no water flow. Any suggestions?

Do you know how? If so would you take a moment to explain, there is no instruction manual and unable to locate one on-line, as of yet.....?

Search it on youtube. I don't have any experience with your filter.
