Cloudy Water

My friend has a 29 gal. eclipse system SW Reef the water is cloudy what can he use to make it clear? Water levels are pristine.

How old is the setup? What type of substrate? What type of water?

It can be several things so each has a different remedy.
Algae bloom, bacterial bloom, undissolved salts or substrate settling.

Do they run carbon? What type of filter, HOB , canister or none?

SetUp is live sand, Filter is the Eclipse system it is all built in together I think he set up the tank to quick that is why it isn't working out his fish is doing fine. It's been setup over a month now. Water should be clear by now correct?

Yes, so there is something going on...... Test for ammonia, nitrate, nitrite....
is this tap or ro/di water.
