Actually they are perfectly fine in cooler tanks. Fishbase.org lists them as low as 18C (64F). This is their natural range. They are typically kept in tropical tanks though so they should be fine either way.
I would say yes. Many barb species can live in either coldwater or tropical set-ups. Just make sure you acclimate them slowly since that will be a big change in temperature.
