converting a 20l sump into sump/refugium

I want to hear your ideas and suggestions on this. Tank is coming up on a year old and looking to get a good pod population started for a possible Mandarin.
Currently this is how it is set up.
Cheato and chalupra in the breeder basket.

Here's what I'd try:
Using a piece of egg crate I'd divide the return section longwise (after removing the breeder basket), with the pump on the smaller side. Then I'd use the rocks in there and stack them against the egg crate but on the larger side. Finally I'd put the cheato/chalupra on that side as well with the lighting. That would give it much more room to grow without changing the actual water flow at all. Pods would gro in the macro algae and on the rocks and hopefully get into the DT. the rocks and egg crate should provide a barrier to the algae so it doesn't get into the pump.
