Ok so my 30g fowlr is currently running at about 80 degrees.

I live in Florida and we are yet to hit the summer. So I'm thinking when summer kicks in and temps rise to 90+. How can I cool my tank without having the air conditioning on all day?

if you have a enclosed top remove it
and replace it with something like this
and you can run a fan above your tank if need be

If money is tight, you could get a couple fans blowing across the surface of the open top, and get an automatic top off system to minimize the effect of evaporation

What if I used really cold r/o water to top off?

No you want the top off to be the same temp as the tank. Mine has been sitting around 80 degrees too. I leave the cover open with the ceiling can on during the day and it drops to 78.
