Is that big enough to cover my hole tank ? I have a 36 gallon it Dosent seem wide enough.

The LED has 120 degree lens and can spread out when mounted high enough from water surface like 12 inches or more. It has also a lot or reserved power that you may only use about 80% of its full capacity to grow sps and lps.

That would be another problem also. I won't be able to suspend it above the tank because my tank sits under my tv.

That is a 25 watt-LED with no detailed specifications
Taotronics is 130 watt-LED that has been proven by a lot here. It is dimmable which means you can turn down its intensity if you don't hang it above your tank.
With that, anyone can make a reasonable conclusion.

Yep....that's not going to do much of anything. I would go with a dimmable Taotronics or similar.
