Crazy algae

So I have a 20h nano reef with lots of algae. I have a hydor slimskim nano skimmer a phoseban reactor with the correct amount of gfo inside, an aquaclear 70 with chempure elite AND carbon inside. There are 2 fish
Some hermits and a snail with minor easy corals that all seem healthy
There is a small powerhead and about 30 pounds of live rock inside as well.
Water parameters test perfectly water changes are done frequently with distilled water and kent salt mix.
My lighting IS powerful however
An AI SOL nano
At about 1/4-1/2 of full power for 7 hours a day. I will scrub algae and do a waterchange and this happens overnight. What am i doing wrong?

Almost no hair algae at all
Just this green/brown film/slime

I'd add another powerhead. Algae loves low flow. Also what are your phosphates?
 
Hmm i suppose i could swing that
Last i tested they were at .001 ppm or something very close to that
With a big reactor i wouldnt think phosphate would be an issue
Im considering using biopellets instead of the gfo
See if maybe that makes a difference at all
Gfo is expensive around here anyway and i got a bunch of dr. Tims biopellets for free that are just floating around
