You could add a fish if you want.. Most people add their clean up crews first since there's usually a lot of diatoms and other algae they want eradicated.. You could even add both... I did. I added a yellow clown goby, 4 hermit crabs(2 in fuge), and 2 snails.

Yea either could go first.As long as you just dont add too much to your bioload at once

Agreed, a small CUC and a small fish would be just fine.
Remember that since your tank is new, there's not enough 'gunk' to support a fully stocked CUC yet, so start small.
