Cyano - What now?

So I have this red slime that has been coming back over my sand bed and I've been vacuuming it out with the water changes but wondering what else to do. I haven't changed anything that I'm doing in quite some time.

The tank has been up and running since October 2010. Feeding has stayed the same and if anything has been reduced quite a bit.

Does a phosphate remover help in these situations? Is that the general cause of it? What else can I do?

I should add that I have a sump with Chaeto and that my levels are:

Ammonia 0 Nitrite 0 Nitrate 0 PH 8.2 Alk 2.3 Cal 410

I'm going out today to get a phosphate test.
