1 week into cycle ammonia is 8 ppm and nitrite is 5. Should I do a water change or just let it be.

if there's no livestock in it, then just let it run ... changing water would just be a waste of time.
When it's fully cycled, Ammonia will be at zero, Nitrites will drop, and nitrAtes will spike high. THEN do a big water change to get rid of the NitAtes before you add livestock.

(After that, periodic water changes are done to get rid of NitrAtes as they accumulate ... frequency depends on the complexity of the filtration system, bio-load, and other factors.)
