Just got my Cadlights 39g tank. Came with the lights, sump pump, stand and that's it. I want to get a bubble magus, about 40lb of live sand, 50-60lb of live rock.

Yep, you can start as soon as you have your rock. :) Skimmer & lights aren't needed now, but I would put in whatever filter media you will be using, so it too can build up the beneficial bacteria.

So like bio balls

Yep, if thats what you'll be using. Anything that will be in the filtration system should be in for your cycle. Filter pads, bio balls, carbon whatever...:)

Ok up date found 70 lb of live rock for $100, will that be to much?

And for the quantity I would think its a bit much but I'm sure you could manage
