i have a 20 gallon long with a T5 HO 48 watt light fixture. i would like to have a clown fish and a blue tang, with low light corals. is this enough light?

You will be fine. However do not stick a blue tang in a 20 gallon.

ya i figured it would not be enough swimming space. do you have any low light corals in mind? and would i need different bulbs?

You might be Ok with moderate light corals but as mentioned the tang will not make it in that size tank.

Low light corals could include zoanthids, mushroom/ricordeas, anthelia, star polyps, kenya tree corals. You have a lot to choose from for beginner corals. You could also probably get away with some LPS like hammer corals, frogspawn, bubble corals or torch corals but these would have to be placed closer to the light.
