I got a 20 gal tank with a whisper20 filter, 3 catfish, 1 betta, 3 danios, 3 neons. Do i need a air pump or will the filter provide enough oxygen to the fish. Thanks

The air pump wont provide any oxigen to your tank. What the air pump does is move the water with the bubbles and movement is what oxigenate the water.

Adding and air pump is up to you, if your filter create enough movement there is not need for an air pump.

If the surface of your water is moving, then no. If its a stand-still, then a air pump would be a safe bet.

Well, no. Most of the time if the filter is making water cascade into the tank, you're fine.

What kind of catfish do you have? :D

Thanks for the info. I got peppered cory. They are my favorite. They come out during feeding time and when the lights are off. I never have to worry about uneaten food ever again.
