We have had 4 Kuhli's in the tank for a month or so and all seems fine.

We have a gravel base and lots of plants but someone said we should have sand for the Kuhli's.
They seem pretty happy, as do the Clown Loaches but do we need sand?
If so, can we put sand over the gravel?

They don't "need" sand, but fme, they'd be much happier with it. As for putting sand over the gravel, over time, the sand will just seep through the gravel.

My brother had two many years ago. They ended up burrowing through his gravel and got below the UGF plate (I said this was years ago!! LOL). We thought they were dead, all the other tank inhabitants were long gone. My brother, being lazy, let the water sit until we had to clean it out. We took it up in the woods to dump the gravel and when we did, they were still alive in about 2" of green/murky water.

So in short, no they don't need sand, but like the others said, they would like it more than gravel. I would try to get some rounded and smooth gravel so when they burrow they will not get scratched.
