Does my fish have ich?

Hi so I just bought this electric blue ram about two days ago and I noticed something different this morning. I looked and realized his fins mainly his cuadal and anal fin were kinda brown and looked as if they were nipped. I looked closer and noticed there are white spots all over him. It's not the greatest picture but is that ich? And what do I do if it is? Will it affect the rest of my fish?

It's hard to tell from the pic does it look like salt on the fish.

If its ich just raise the temp to 86-88 increase aeration and gravel vac. Keep the temp up for two week after the last spot disappears. Google ich pics to see if it looks the same.
