Drop checker question?

Is it normal to have an air bubble at the opening of the drop checker? Is that what keeps water from entering? Does it allow co2 to be measured?
 
I believe it does the Co2 dissolves into the air in the drop checker

Yes, the air bubble allows the C02 from the water below to move through and be measured. As Co2 is a gas, it is always trying to rise up to the top of the water, drop checkers were designed with this in mind, allowing a liquid solution to be used to measure, while not being diluted out with tank water.
