Can you had dry Sand to a established tank or with that cause a cycle ?

I have when I changed my substrate and there was no issue. So it should be ok as long as you don't take out all the live sand and replace with dry sand.

What if I have no sand I have a quarantine tank with bare bottom but I just got a diamond goby and I thought I would put a little sand in for him to play and sift through

Then you're good you can pick the sand and put it in. It shouldn't cause a problem.
