I have never had ick in my tanks (knock on wood) but I read somewhere that if ick was in your tank, you could bleach the rocks to kill disease and then boil the rocks a few times to clean the bleach off.
How long ago was it & how did they treat it? My understanding is that ich can't live without a host so if the tank has been fallow for a while there probably isn't any ich left. Someone will correct me if I'm wrong . . .
Shellieca is right; if the tank has been without fish for at least a few weeks it should be fine but to be on the safe side I'd still wash it very well with boiling water.
