emperor 400 and air bubbles

I have an emperor 400 and it is putting a lot of micro bubbles into the aquarium, is there a way to stop this? It is not noisy like there may be air trapped in it, how close should the water level be to the outlet of the filter?
 
I have a penguin and it does that, it's designed specifically to do that. It's good for the aquarium, it won't harm anything. There's really no way to stop it that I know of, besides unpluging it. The water level depends on your fish, I have labryinth fish (betta corys snails) so I lower the water level a bit so they can get air.
